The New RESTEC-Daxin Windmill

1. I am proud to announce that Jilin Daxin Industries Corporation (JDIC) has built and demonstrated the most powerful water-pumping windmill in the world.

2. We have demonstrated a new high-performance water-pumping windmill that pumps more water, at any wind speed, at any depth-to-water, and at a lower cost than any other water-pumping windmill in the world.

3. The new RESTEC-Daxin Windmill outperforms any other water-pumping windmill.

4. The new RESTEC-Daxin Windmill will bring economic and social benefits to China, and to more than 200 developing countries that need a renewable energy power source to pump water that is reliable and virtually maintenance-free.

5. In September 1997 — after a two-year association with RESTEC Ltd. of Scottsdale, Arizona — JDIC established a joint venture to manufacture and market the RESTEC-Daxin windmill technology in China.

6. China will benefit from the $5 million in research and development that RESTEC has already expended to produce operating prototypes of its high-performance windmill.

7. To achieve commercial status for the RESTEC development, JDIC has successfully made necessary proprietary design and manufacturing improvements for the new RESTEC-Daxin Windmill.

8. The joint venture contract provides for JDIC to have exclusive rights in China for the manufacture and marketing of the RESTEC-Daxin technology.

9. JDIC will have 80% of the profit from this joint venture; RESTEC will have 20%.

10. RESTEC retains exclusive rights to the technology for all countries except China, and will act as the Exclusive Daxin export arm of JDIC.

11. To ensure success in this venture, I have formed an outstanding team of administrative, engineering and manufacturing experts to transition the RESTEC-Daxin prototype technology to a commercial level for worldwide distribution.

12. For manufacture, JDIC has signed a sub-contract with the Jilin City Civil Engineering Factory.

13. Many of the proprietary design and manufacturing improvements by JDIC have been patented.

14. After initial sales, the JDIC team will add to the RESTEC-Daxin Windmill a capability to desalinate and purify water, as well as generating low-power DC electricity sufficient to operate radios, TVs, refrigerators and limited residential village lighting.

15. The RESTEC-Daxin windmill, at a site provided by the Jilin Government, demonstrates cost-effective pumping at winds of 6 KPH and pumping of water to depths of 1,000 meters. (Wind speeds of 6 KPH occur over 90% of the time over the earth's surface.)

16. By contrast, conventional windmills require wind speeds of 24 KPH to pump water to depths of 100 meters. (Wind speeds of 24 KPH occur only 20% of the time over the earth's surface.)

17. Historically, between 1880 and 1930 in the western United States, there were 6.2 million windmills and 132 windmill manufacturing companies. At that time, the population of the western U.S. was 25 million and the GNP was 45% agriculture.

18. Entering the 21st century, there is an enormous market for a low wind-speed windmill - namely, the new RESTEC-Daxin Windmill.

19. I agree with RESTEC President Richard Sutz that the market in China alone could exceed the total market for RESTEC-Daxin Windmills in countries outside China.

20. We project that within five years (outside of China), more than 250,000 RESTEC-Daxin Windmills could be marketed in 200 developing countries with a combined population of more than one billion.

21. The RESTEC-Daxin Windmill project also will provide a large economic stimulus to Jilin City, as follows:
......* Create a large export market from Jilin
......* Improve the economy of Jilin and surrounding area
......* Create manufacturing jobs for Jilin workers

22. The RESTEC-Daxin Windmill project also will help many rural areas of China acquire a renewable energy source of power to pump water for a variety of local needs.

23. Several related projects will be initiated to promote the RESTEC-Daxin Windmill in China, as follows:
......* TV commercials to be shown throughout China. (These commercials will be translated for use by RESTEC Ltd. in other countries.)
......* Installation of demonstration windmills at selected locations in China.
......* Installation of a demonstration windmill at the Jilin City Factory.
......* Assist the Chinese Government in showing the benefits of the low wind-speed windmill for the millions of people who live in rural areas of China.

24. JDIC will be working closely with RESTEC Ltd. to ensure production and marketing of the low wind-speed windmills throughout the world, with special attention for developing countries.

25. In addition, JDIC is working with RESTEC Ltd. to arrange construction of demonstration windmills in several countries, including Mexico, Colombia, Nicaragua, Saudi Arabia, Morocco, Mali, India, South Africa, Dominican Republic, and various locations in Southeast Asia.
